Welcome to the Dark Mountain, Western States Energy Assurance Exercise Site


On June 14 – 15, 2006, the West States Regional Energy Assurance Exercise, titled Dark Mountain, will be held in Salt Lake City, Utah. The exercise is co-sponsored by the U.S. Department of Energy’s Office of Electricity Delivery and Energy Reliability (OE) and Western Interstate Energy Board and is being hosted by the State of Utah. The event is being conducted in collaboration with the National Association of State Energy Officials, National Association of Regulatory Utility Commissioners, National Conference of State Legislatures, and National Governor’s Association Center for Best Practices.

The goals of the exercise are to:
  • Facilitate communication within the region, enhance the network of state and regional energy emergency contacts, and strengthen the institutional relationships of State Energy Offices, Public Utility Commissions, Attorneys General, Emergency Management agencies, Executive Policy Offices, and key Federal counterparts;
  • Increase participants’ understanding of key aspects of petroleum markets and infrastructure in the Western US and Canada, to enable better decision making during times of emergencies, and to identify key issues that can be addressed in more detail through a future WIEB Western States Petroleum Markets Study;
  • Explore petroleum, electricity and natural gas infrastructural and organizational interdependencies, and identify potential vulnerabilities to better understand the consequences of infrastructure destruction; and
  • Educate participants about energy assurance planning, including the use of State Energy Assurance Guidelines, to test state plans’ legal and regulatory energy emergency response authorities and approaches and identify differences and potential problems.
